The new "accountability" rules that are part of the "emergency" rulemaking authority the legislature granted to the Commissioner of Education include provisions that interfere with the authority of the IEP team.  SPAN is encouraging you to write a letter to the Governor, the legislature, and the Commissioner demanding a public hearing on these regulations so that parents' voices can be heard.
 
Although we do not always agree with the policy positions taken by ASAH, we are encouraging you to use the system set up on ASAH's website to easily write letters asking for a public hearing.  You can access a sample letter and contact information by going to http://www.asah.org/advocacy.html 
 
The draft letter is not specific to private schools - it is generic, outlines the key problems with the draft rules, and seeks only to get a public hearing. The letter can be found at : http://www.asah.org/advocacy_frameset2.htm 
 
The letter can be edited and customized as well. One push of the button, and it sends to key legislators - the letters to Davy and Corzine need to be printed and mailed. 
 
Please share this information with parents and with other advocacy groups so as to maximize the response from the community. DOE will finalize these without a hearing unless we respond.

 Let the Governor and Legislature Early Intervention System Funds Must Be Fully Restored

The Governor’s initial budget proposal for FY 2009 included an additional $5 million in funding for the Early Intervention Program to account for growth in the number of children and families eligible for services.

The Treasurer announced in mid-May a series of additional budget cuts for FY’ 09, including a $5 million reduction in the Early Intervention Program. 

The Department of Health and Senior Services now says that there is adequate funding for Early Intervention, despite its earlier recommendation for a funding increase to account for growth in the system.

New Jersey’s Early Intervention System has been underfunded in the past, including having to transfer funds from other accounts to make up the shortfall.

The FY’09 budget which is currently being debated and will be passed in the next few weeks must include the additional $5 million for expected growth in the Early Intervention system.  Without this increase, children with developmental delays and disabilities and their families may not receive the essential Early Intervention services. 

Our goal is to flood the email inboxes of Governor Corzine and Members of the Legislature from now through mid-June.
